I am seeking to partner for an online start-up that would involve collaborative journalism, social media marketing and lots of PR development. Good luck with this project. I hope you find a partner. I am in Pennsylvania, too (like Spencer). There are a lot of start-ups out there.
I track them at my site: http://inothernews.us. I think start-ups are vital to community and larger news coverage. I have identified more than 50 start-ups, which I posted to the site, and I know of about 20 more than I haven't had a chance to post yet.

It's all hobby right now. I'm also going to new journalism seminars around the country. I will be in Seattle next week (Jan. 6-11) for an "unconference" on hyperlocal and community news in the Pacific Northwest, with the group Journalism That Matters.
I plan to post Tweets throughout, you can follow @jessdrkn.
Thanks for bookmarking my site. I'm trying to improve it to allow for more information, better navigation. But I have to teach myself all that or find someone to pay. I am a reporter but do not have the latest tech skills other than posting multi-media.
